1895 - Industrial School, South Australia
Life at the household of Oliver Warren at this time was very grim. Several of Oliver's younger children were admitted to the Industrial School in Adelaide.
The Edwardstown Industrial School was a receiving home for children placed into State care. The children at Edwardstown came from varying circumstances. Many had suffered the loss or desertion of one or both parents. Others had been removed from parents because they were defined as ‘neglected’. Some children with physical and/or intellectual disabilities were also placed at the School. Children remained at the institution for varying lengths of time. Many remained only briefly prior being boarded out or sent to other institutions.
Although the Industrial School was not a school or training institution, it did have a school section which was run by the Education Department, with children being taught from the regular curriculum.
During 1910-1911, the State Children’s Council became aware of a number of deaths of very young children placed at the Industrial School. It was reported that the institution was overcrowded and that one of the main reasons for the increase in deaths was the placing of very young, often frail and unwell children in the School.
Records indicate that Frank was first admitted to the school prior to November, 1895. At the age of 7 years on February 12 in 1901 the records show his mother Elizabeth, was dead and his father Oliver was in gaol. Notes included - "This boy has passed the compulsory standard and was sentenced until 16 years."
His first placement was with a Sarah A Crispin who received a subsidy of 4/6d. per week until Frank was 13 years old
Then when he was 2 months shy of his 13 th birthday, he was re-sentenced and sent on February 18, 1901 a Miss. Herring, a spinster of Sturt. Miss. Herring kept him until he was almost 16 years then decided she did not need to keep him longer. He was then, at 15 3/4 yeatrs old was sent to Arthur Quick, a horticulturalist. Frank was returned 9 months later and re-sentenced until he was 18 years old to work for a priest, Father Michael Hourigan in Kadinia.
By 1904, Frank was eventually almost free and but was still kept under the watchful eyes of the school committee until at least late 1905.

1 – Edith Dardanella May Warren
I’m not sure this girl should be included as a child of our Francis Oliver Warren as she was born in the ninth month of 1917 but judging by Francis’ war records, he was not in Australia when this child would have been conceived. However, she is included here – for the record.Birth 1917, September 9, at Yorketown, South Australia
